Domestic Demand for Organic Products

To ask the Minister for Agriculture, Fisheries and Food his plans for farmers here in view of the continued growth in domestic demand for organic products and the scale of the €2.1billion UK and €4.6 billion German markets; and if he will make a statement on the matter.
Organic Farming Scheme

To ask the Minister for Agriculture, Fisheries and Food if, in view of the recent re-opening of the organic farming scheme with a new requirement, farmers will be required to produce a five year business plan as part of their application; and if he will make a statement on the matter.
Income Tax

To ask the Minister for Finance the percentage of tax paid by the top four per cent of earners in 2007, 2008 and to date in 2009; the projected contributions for 2010; the figures for the next four per cent and every successive cohort; and if he will make a statement on the matter.
Employment of younger teachers and graduates

To ask the Minister for Education and Science if, further to his comments encouraging schools to employ younger teachers and graduates alongside more experienced retired teachers to cover vacancies, he will recommend to the State Examinations Commission to include a greater proportion of recent graduates and younger teachers in the superintending of the leaving and junior certificates,
as well as in the area of marking exams, subject to proper training in view of the fact that the deadline for applications for superintending expires in the next number of days; and if he will make a statement on the matter.
Taking in Charge of Estates by Local Authorities

Adoption between Ireland and Ethiopia

To ask the Minister for Health and Children if, in view of comments made (details supplied) at the annual general meeting of an association, she will confirm that adoptions from Ethiopia will continue
for the foreseeable future, irrespective of Ireland’s forthcoming ratification of the Hague Convention; and if she will make a statement o the matter.
Details Supplied: Made by by her Minister of State for Children at the meeting of the Irish Adoption Association. given that the Guide to Good Practice states that it is not necessary to close off adoptions if “progress is being made” in countries; given the damaging effects of a stop-start process in dealing with adoptions from any country; given the work being carried out in Ethiopia to work towards Hague Convention ratification
To ask the Minister for Health and Children if she will confirm, irrespective of a final decision on whether to postpone adoptions from Ethiopia once Ireland ratifies the Hague Convention, and pending bilateral agreement between the two countries, that parents who are nearing the declaration stage with the Health Service Executive and who have chosen this country as a place from which to adopt children and have invested time and effort into researching the culture and history of the country should be allowed to continue with the process until its completion, whilst not permitting further selection of Ethiopia by other parents who have not declared a choice, should this decision be made; and if she will make a statement on the matter.
Details Supplied: given the very long time it takes to assess parents in Ireland due to lack of social worker resources; given the preparation already carried out by parents who are very much tuned to the needs of the Ethiopian adoption process
Carbon Tax

To ask the Minister for Finance if, in view of the commitment to introduce a carbon budget in the Revised Programme for Government and to introduce carbon taxes to keep Ireland’s Kyoto commitments and reduce the threat of millions of euro in penalties, he will clarify from a policy perspective
if lower carbon fuels such as locally produced biofuels would be exempt from additional surcharges for carbon emissions on oil based fuels such as petrol and diesel; if this issue will be discussed advance of the Budget 2010; and if he will make a statement on the matter.
